Boston Marathon officials said Tuesday that they would apply to the I.A.A.F., the international governing body, to have Geoffrey Mutai’s winning time of 2 hours 3 minutes 2 seconds certified as a world record. Mutai bettered Haile Gebrselassie’s sanctioned world record of 2:03:59.
I.A.A.F. rules say the Boston course is ineligible for a world record because it is downhill over all. The point-to-point layout also allows for a tailwind that would not be possible on a loop course as the I.A.A.F. prefers.
